{"id":4699,"date":"2019-03-13T09:25:17","date_gmt":"2019-03-13T09:25:17","guid":{"rendered":"https:\/\/www.personneltoday.com\/?p=237679"},"modified":"2019-03-13T09:25:17","modified_gmt":"2019-03-13T09:25:17","slug":"uk-must-act-to-boost-skills-or-face-perfect-storm-of-decline","status":"publish","type":"post","link":"https:\/\/squarehr.com\/index.php\/2019\/03\/13\/uk-must-act-to-boost-skills-or-face-perfect-storm-of-decline\/","title":{"rendered":"UK must act to boost skills or face \u2018perfect storm\u2019 of decline"},"content":{"rendered":"<p><img decoding=\"async\" src=\"http:\/\/squarehr.com\/wp-content\/uploads\/2019\/03\/uk-must-act-to-boost-skills-or-face-perfect-storm-of-decline.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"635\" height=\"358\" src=\"http:\/\/squarehr.com\/wp-content\/uploads\/2019\/03\/uk-must-act-to-boost-skills-or-face-perfect-storm-of-decline.jpg\" class=\"attachment-post-thumbnail size-post-thumbnail wp-post-image\" alt=\"\"\/><\/p>\n<p>Photo: Shutterstock<\/p>\n<p><strong>Cuts in public funding for adult skills and falling employer investment has led to the UK\u2019s skills base lagging behind that of comparable countries and could see the country slip into serious decline.<\/strong><\/p>\n<p>According to independent policy and research organisation the Learning and Work Institute, current trends will see the UK fall further back in the international league tables by 2030.<\/p>\n<p>Among striking aspects of the decline in skills training identified in the study include a fall in UK employer investment to half the EU average per worker and \u00a35.1bn less in real terms than 10 years ago.<\/p>\n<p>Coupled with substantial cuts in funding for adult learning (by 45% since 2009-10) and much lower participation rates (the lowest in 20 years) the declines in skill training represent a \u201cperfect storm\u201d for the UK, the Institute\u2019s latest report,\u00a0<a href=\"https:\/\/www.learningandwork.org.uk\/resource\/skills-vision-2030\/\">2030 Vision: Skills for Economic Growth and Social Justice<\/a>, released today, states.<\/p>\n<p>Growing proportions of qualified people in other countries mean that the UK, despite seeing some improvements, will fall from fourth to sixth of the G7 countries for low skills.<\/p>\n<p>The UK improvements have come in falls in the proportion of adults only qualified below GCSE-equivalent level: from 26% in 2017 to a projected 21% by 2030. Also, the proportion of adults qualified to at least degree level will have risen from 38% to 43% by 2030.<\/p>\n<p>The relative fall in the UK\u2019s skills performance will, claims the report, stunt economic growth and social justice and could leave the UK going backwards as other nations progress. Coupled with the effects of Brexit, such a trend would be deeply damaging to the country\u2019s prospects.<\/p>\n<p>Learning and Work Institute has set targets for the UK to ensure more people have functional literacy and numeracy and intermediate qualifications.<\/p>\n<p>They are:<\/p>\n<ul>\n<li>Three million more people to improve functional literacy and numeracy by 2030<\/li>\n<li>Nine million more people to achieve level 2 (GCSE equivalent) qualifications<\/li>\n<li>1.8 million more to achieve level 3 (A Level equivalent) qualifications<\/li>\n<\/ul>\n<p>This, the organisation claims, would boost the UK economy by \u00a320bn a year and help an extra 200,000 people into work. It would reverse the falls in the number of adults improving their skills since 2010.<\/p>\n<p>Stephen Evans, chief executive of Learning and Work Institute, said the financial crisis-associated recession had been followed by a \u201cgreat stagnation\u201d in economic growth, holding back living standards and limiting the money available for public services.<\/p>\n<p>He added: \u201cThis is neither inevitable nor unavoidable. Seismic shifts in the global economy, driven by advances in technology, create huge opportunities. Making the most of them will require a world class skills base.\u201d<\/p>\n<p>Robert Halfon MP, chair of the Education Select Committee said: \u201cSkills, apprenticeships, and adult education are vital rungs on this ladder. Yet, around nine million of all working aged adults in England have low basic skills and\u00a0over a third of workers in England do not hold suitable qualifications for the jobs they do.<\/p>\n<div class=\"simplePullQuote right\" readability=\"12\">\n<p>Seismic shifts in the global economy, driven by advances in technology, create huge opportunities. Our most disadvantaged individuals pay the highest price for low skills but also have the most to gain from up-skilling their way out of deprivation.\u201d<\/p>\n<p>David Hughes, chief executive of the Association of Colleges, said action was vital:\u00a0<strong>\u201c<\/strong>With a spending review imminent and employers more acutely aware of recruitment difficulties than ever, this report is very timely.
